Thailand FastPass, formally launched by the Thai government in June 2026, is a new initiative designed to accelerate approvals for large investment projects. Led by the Thailand Board of Investment (BOI), the program improves coordination among government agencies, reducing administrative delays and helping investors move from planning to operations more quickly.
Thailand FastPass is a government facilitation program that speeds up approvals for major investments in strategic industries. Rather than working separately with multiple agencies, investors receive coordinated support from eight key government organizations: the Thailand Board of Investment (BOI), Office of Natural Resources and Environmental Policy and Planning (ONEP), Energy Regulatory Commission (ERC), Customs Department, Department of Industrial Works (DIW), Industrial Estate Authority of Thailand (IEAT), Metropolitan Electricity Authority (MEA), and Provincial Electricity Authority (PEA). By improving inter-agency coordination, approval timelines for certain procedures can be reduced by up to 50% from the original 60 working days.
From a practical perspective, the biggest advantage of Thailand FastPass is that it helps projects start operations sooner. Many large investment projects receive BOI approval relatively quickly but still face delays, particularly in obtaining factory licenses, environmental approvals (EIA), electricity connections, and customs clearance. These approvals often involve different government agencies and can take several months. By coordinating these agencies at the same time, FastPass reduces waiting time between project approval and construction or production, allowing companies to begin manufacturing and generate revenue earlier.
Under the BOI investment promotion policy, Thailand FastPass is available for large projects with investment value of more than USD 30 million or THB 1 billion (excluding land and working capital). The investment must be in BOI-promoted high-technology industries such as electronics and semiconductors, electric vehicles and EV parts, aerospace, precision machinery and automation, digital technology and AI, biotechnology, and recycling and circular economy industries. Additionally, the project must be high-impact, generating significant economic benefits to Thailand such as skilled employment, technology transfer, or supply chain development. These promoted high-technology industries are eligible for an 8-year corporate income tax exemption or more.
In practice, FastPass eligibility is assessed on more than investment size and industry classification. BOI also looks at the project’s overall contribution to Thailand’s long-term economic development. As a result, investors should clearly demonstrate the strategic value of their project when discussing eligibility with BOI, rather than assuming that meeting the minimum investment threshold alone is sufficient. Since FastPass is only available to BOI-promoted projects, companies should discuss both BOI promotion and FastPass eligibility early in the planning process to help avoid delays later on.
However, FastPass is only one part of the investment process. While it can significantly reduce approval timelines, it does not help investors choose the right location, structure a project to maximize BOI incentives, or manage implementation after approval. Decisions such as selecting the right industrial estate, positioning the project for the strongest incentive package, and coordinating construction, utilities, hiring, and supplier development remain critical to a project’s success.
While the aim of the FastPass program is to accelerate government approvals, investors still need to secure a suitable location, develop a strategy to position a project to obtain maximum incentives, and manage implementation risks.
